In Malaysia, there are two categories of the marriage procedure, namely the Islamic procedure for Muslim couples and the civil procedure for non-Muslims.
The civil procedure for non-Muslims
There are three different procedures for you to get married in Malaysia. All of the followings have the same legal effects:
1. Marriage at the office of the Registrar of Marriages (ROM).
2. Marriage in church or temple through a religious ceremony, custom or usage which the parties to the marriage or either of them profess and where the clergyman or priest [1] of the church or temple is an appointed Assistant Registrar of Marriages.
3. Marriage by special licence from the Chief Minister of the state concerned.
Application Proceduce
~ Applicants must be present at the National Registration Department (NRD) counter/ Malaysian Representative Office abroad during the application and registration of marriage.
~ Place of application is based on the address stated on the MyKad (citizen) and residential address in Malaysia (non-citizen).
~ The applicant must reside in the marriage district for at least 7 days before applying for a marriage registration at the relevant NRD office.
~ The solemnisation of marriage shall take place after 21 days but not later than 6 months from the date of application.
~ Applicants under the age of 21 are to refer to the procedure for licensed marriage registration (Licensed Marriage).
~ Support document :
1. Identity Card/Passport for foreign citizent
2. One coloured photo (32mm X 38mm)
3. If the applicant is divorced, the decree nisi absolute must be submitted.
4. If the applicant is widow/widower, the death certificate of the spouse must be submitted.
~ Application form JPN.KC02
~ Payment :
1. RM20.00 Marriage Certificate
2. RM10.00 Declaration

The Islamic procedure for Muslim couples
Marriage at the Registry of Muslim Marriages (ROMM), you would have to file a notification of marriage from 7 to 150 days before the date you wish to get solemnized. Ypu can change the solemnization within the 7 to 150 day time frame from the date you registered the notice of marriage.
